High cost of silence

We know that police brutality lawsuits can drag on for years. Wealso understand that a jury trial can end with the city payingmillions in damages. Still, two settlements awarded last week inlawsuits brought against the Chicago Police Department show the harmdone when the city ends these cases by paying huge awards rather thanfighting them in a courtroom. While an out-of-court settlementcloses the books, it also leaves unanswered allegations ofwrongdoing.
