CANBERRA, Aug 17 AAP - A new temporary immigration detention centre in Tasmania will
be completed in late September, four months behind schedule and just weeks before it was
due to be shut down.

Immigration Minister Chris Bowen announced plans in April to house 400 male asylum
seekers in a converted army barracks at Pontville, north of Hobart.

Mr Bowen said the centre would open in May, but it ran into a series of delays including
difficulties obtaining an Aboriginal heritage permit.

Mr Bowen also said at the time the centre would be a "short-term response" to overcrowding
in the detention network and was expected to close in October.

But in its response to a question on notice from coalition senator Eric Abetz the government
says it now expects work on the centre to be concluded on September 26.

The government says "stage one" will be completed within the next few weeks. The first
detainees are likely to enter the facility soon after.

It maintains the centre - estimated to cost up to $15 million in capital - will be
operation for six months.

Senator Abetz said the government's plans were a mess.

"This debacle follows the trend of the government's botched border protection policy,
East Timor non-solution, the Malaysian embarrassment and now Pontville."

SYDNEY, April 20 AAP - Manufacturing is under threat because China is dumping cheap
goods in Australia, flying in the face of World Trade Organisation rules, union groups
say.

Three of the nation's largest unions are urging the federal government to adopt a strict
rule of law approach to illegal trade practices.

"Let's not be blind to the policy related threats which encircle our local manufacturers
and workers - from those countries prepared to subsidise their own and see their output
dumped onto our market below cost," they said in the discussion paper, Don't dump on Australia.

"The sustainability of Australia's manufacturing sector is under threat."

The paper singles out the Chinese government as one which "intervenes directly and
extensively" in its economy to benefit its industries.

It also says China dumps products below "normal value".

Dumping occurs when an overseas company exports its products to a country below the
cost it sells for at home.

Duties can be applied by the government against the overseas company so that local
manufacturers are able to compete on a level playing field.

Roundtable discussions in Sydney on Wednesday were hosted by the Australian Workers
Union, the Construction Forestry, Mining and Energy Union as well as the Australian Manufacturing
Workers Union.

Also participating are industry representatives from Kimberly-Clarke Australia, One
Steel and the Australian Industry Group.

"Under current laws, Australian manufacturers are immediately on the back foot when
it comes to fighting dumped goods from overseas," said independent Senator Nick Xenophon,
who was also at the meeting.

"The system as it stands needs to change. It shouldn't be so hard for local companies
to get their case heard and to have dumping duties applied against foreign companies doing
the wrong thing."

Senator Xenophon recently introduced a private member's bill to give greater support
to Australian manufacturers and support local jobs.

13 January 2011 - Credit Suisse reiterated its "outperform" rating on French IT services provider Atos Origin (EPA:ATO), keeping its share price target at EUR50.
The broker's note follows a meeting with analysts held by the group yesterday in London.

The company detailed its ratonale for the acquisition of the IT solutions and services unit of German electronics group Siemens (ETR:SIE), announced last month.

Brokers have been worried about Atos Origin's capacity to manage with the problems of Siemens' division.

Thus, Siemens has pledged to allocate EUR150m (USD197.1m) to offset the risks related to some contracts and to set aside a maximum of EUR200m for risks not yet identified.

Today at 13:11 CET shares in Atos Origin had eased by 0.72% to EUR40.465 on Euronext Paris.

SYDNEY, April 15 AAP - Julia Gillard has defended Prime Minister Kevin Rudd's reputation
as a boss, saying he's "very easy to work with".

Mr Rudd has batted away suggestions he's a tough taskmaster after it emerged 28 staff
have left his office in almost two-and-a-half years in government.

The deputy prime minister says Mr Rudd has a strong work ethic and is also a good leader.

"The prime minister is a great friend and colleague of mine, so I find him very easy
to work with," Ms Gillard told reporters in Sydney on Thursday.

"He's a man who works incredibly hard with unbelievable determination to build a better
future for this country."

A News Limited report says staff turnover in the prime minister's office and with other
ministers is "near-record" at 60 per cent.

In Mr Rudd's case, 28 staff have departed, a 53 per cent turnover.

Ms Gillard says lifestyle factors associated with working in Canberra mean some people
only last a short time in political work.

"Obviously people come to be political advisers because they share a passion and enthusiasm
for change and a passion and enthusiasm to work with politicians to make a difference,"

she said.

"Working for a national politician means that you've got be prepared to be in Canberra
for big parts of the year ... that means people being away from home ... or travelling
around the nation."

CANBERRA, Dec 1 AAP - The Senate has resumed debate on what is likely to be the government's
doomed legislation setting up an emissions trading scheme.

Consideration of the legislation is taking place against the backdrop of a change in
the Liberal leadership.

The election of Tony Abbott and a party room decision to vote down the legislation
if the coalition can't win a referral to a Senate inquiry almost certainly spells the
end of the ETS.

Climate Change Minister Penny Wong accused Nationals Senate leader Barnaby Joyce -
who has led the fight against the carbon pollution reduction scheme - of not being able
to hide his triumphalism.

"The extremists and climate change deniers have taken over the Liberal Party," she
told parliament.

"The same extremists who delivered this country Work Choices are now in control of
the Liberal Party."

Senator Wong said the government had never purported to be able to wave a magic wand
and fix climate change.

The legislation was about Australia doing its part.

"We will not tackle climate change without a global agreement but we will not get a
global agreement if Australia is not prepared to stump up," she said.

There had been 13 inquiries into climate change and the emissions trading scheme during
the past two years.

"There has been a lot of talking."

Australian Greens Senator Christine Milne said her party would not run up the white
flag as Australia and the US was set to do in the Copenhagen negotiations.

"They know what the science is, they know what they need to do to address the science,"

she told parliament.

"But they do not have the political courage to actually tell people the fact that we
are in an emergency."

Qld: Searchers find kayak but no sign of missing trawler skipper

BRISBANE, April 23 AAP - Ships sailing into and out of Mackay have been asked to keep
a lookout overnight for a trawler skipper missing after going for a paddle with a crewman.

The men anchored the trawler off Cole Reef, 60 nautical miles from Mackay, and took
the kayak out for a short excursion on Wednesday.

They were swamped just 100m from the trawler.

The crewman swam to the boat, and raised the alarm when the 30-year-old skipper didn't
make it back.

Their kayak was found on Thursday morning, about 15km from the trawler.

A search involving six fixed-wing aircraft, four helicopters, and a Volunteer Marine
Rescue boat was called off in fading light on Thursday.

A spokeswoman for Queensland police said a further search would start on Friday at first light.

"If he's not located they'll reassess the situation," she said.

Leonie Hansen from the RACQ Central Queensland Rescue Helicopter said the kayak, when
found, appeared to be undamaged and still had a paddle attached to it.

"It was found near Stevens Reef which is around 15 kilometres from the trawler," she said.

Vic: Class clowns battle to be Australia's funniest school kid

MELBOURNE, AAP - Who is Australia's funniest school kid?

Traditionally, the notoriety of the student who kept all the other school kids entertained
in the dullest of lessons was confined to the classroom.

Not so any more. At least, not in Australia, where the Melbourne International Comedy
Festival has devised a way to bring these class clowns out of obscurity and plonk them
centre stage. In front of 1500 people, no less.

Catherine Hall is one of about 12 acts from around the country who will converge on
the Melbourne Town Hall for the grand final of the comedy festival's Class Clowns competition
on April 11.

"I decided that I wanted to go into comedy last year when I was watching TV," she quips.

"And there was this guy called John Howard and he was doing this hilarious impersonation
of a really bad prime minister."

Hall, from the Victorian town of Warragul, is hoping her gags about politics, career
counsellors and high school crushes that have kept her school chums entertained will now
get her over the line of the national comedy competition.

Now in its 12th year, Class Clowns has grown from a Victorian competition to include
about 40 gigs across the country.

Students in years nine to 12 who want to compete take part in workshops with visiting
comedians in the first term of the school year, followed by heats the same day.

Judges then select the best from the heats to compete in state finals before the grand
final during the festival.

The Melbourne International Comedy Festival's associate director and Class Clowns coordinator,
Toby Sullivan, says the event has now been running long enough to produce some notable
alumni.

Josh Thomas and Danny McGinlay are two former Class Clowns who now have their own shows
at this year's comedy festival, he says.

Thomas won the best newcomer award at last year's Melbourne Comedy Festival while Danny
McGinlay has gone on to become a mentor for the Class Clowns program.

Sullivan says while the event can launch young people's comic careers, it's a valuable
program in itself to support and showcase work by teenagers.

"Just because it's for a juvenile audience and with juvenile performers, that doesn't
mean it has to go somewhere or lead to something," he says.

"Teenagers deserve good quality performance as much as anybody and teenagers deserve
the support and showcasing opportunities at the festival as much as anyone."

Canberra student Toby Silcock seems destined for a career in comedy.

The 16-year-old Narrabundah College student has reached the grand final after his third
stab at the competition in as many years.

His observations about youth workers, who also claim to fix bicycles, impressed the
judges, while Silcock also finds plenty of comic opportunities in reality television.

Silcock says he's more excited than nervous about performing before 1500 people at
the Melbourne Town Hall.

He's also wondering what will happen if he wins, or if he doesn't.

Will he just go home, or will someone offer him a television show? Probably not, he
reckons, but it'd be nice if they did.

Either way, he can imagine comedy will play some role in his future.

"I know that I'm probably going to be working in comedy in some way," he says, adding
it could be in movies, television or radio.

"It may not necessarily be stand-up."

As a Class Clown mentor, Rebecca De Unamuno has the privilege of watching students
like Silcock finetune their funny bone.

During workshops she ran in Canberra and Sydney, De Unamuno offered feedback to budding
comics about their material and how best to use the stage and microphone.

Included in the tips is the importance of pausing for comic effect.

"Timing is really important, particularly if they haven't performed in front of an audience.

"If there is a response from an audience, that's the key to comedy, (it) is being able
to go with that, to ride that reaction."

She reckons it's a pretty bold achievement on the part of the young students to write
and perform their own material in front of large audiences.

"Even though it is a competition, them having written something, gotten up there and
done it in front of an audience is so brave," she says.

"And I think once you get over that hump of doing it for the first time, a lot of them
get the bug and are bitten, and they keep doing it."

She's also surprised about how comedy savvy the students are, and also how politically aware.

"One student in Canberra did a Brendan Nelson joke. They're just aware of what's going
on and that can only be a good thing."

Hall, with her references to John Howard, says her political gags are ones that teenagers
can relate to.

But while she's chasing the title of Australia's funniest school kid, Hall says she
can't really admit to being the class clown. At least, not in every class.

"I'm a drama nerd," she says. "In drama I'm pretty funny and in maths, I'm not so funny."

The Class Clowns National Grand Final is at the Melbourne Town Hall, Main Hall, on
Friday April 11 at 1pm (AEST).

Police are looking for a 14-year-old girl who didn't return home from school on the
New South Wales south coast on Thursday.

They say SARAH ORGAN .. from Unanderra .. was seen talking with two teenage girls outside
her Wollongong high school on Thursday morning .. and again with two teenage girls at
Coledale Beach in the early hours of Friday.

Sarah's 150 to 160cm tall .. thin .. with shoulder length blondy-brown hair.

When she disappeared .. she was wearing a white t-shirt with school logo .. long black
pants .. and white joggers with pink laces.

SYDNEY, Dec 18 AAP - More than 66,000 year 12 students across NSW are counting down
the hours to the release of this year's Higher School Certificate (HSC) results.

After two years' hard slog, the state's 66,185 HSC students will be able to access
their results online and via SMS and phone from 6am tomorrow (AEDT).

In a preliminary to tomorrow's main event, 108 students who topped the HSC's 110 subjects
were honoured at a ceremony today at the Sydney Conservatorium of Music.

They came from schools across Sydney, Newcastle and Wollongong and regional areas including
Dubbo, Grafton, Mullumbimby, Eden and Gol Gol.

Seven students finished first in two courses.

Speaking to reporters before the presentation, NSW Education Minister Carmel Tebbutt
congratulated the duxes for their outstanding results.

"It's (the HSC) a difficult exam, it's a rigorous two years," she said.

"To come first is a significant achievement."

Ms Tebbutt wished the state's 66,000-plus HSC students well for tomorrow as they nervously
await the release of their results.

But she said despite the importance placed on the Higher School Certificate, students
should not be too disappointed if they don't achieve their desired mark.

"I would say to all students, be excited to get your results," she said.

"But if you are disappointed with the results you get, just remember this is the beginning
of the next phase of your life.

"There are many options, whether it be further study at university or TAFE, or whether
it be moving into employment.

"Students need to take the time to examine their results, talk to careers advisers
and make their next step."

Support and advisory services would be provided to students from tomorrow, Ms Tebbutt
said, including the HSC Examination Inquiry Centre and a free Careers Advisory Service.

NSW: New measures to crack down on petrol theft

SYDNEY, Aug 10 AAP - The NSW government has announced new measures to crack down on
an increase in petrol and number plate thefts linked to rising fuel prices.

Motorists will be encouraged to use one way screws to make number plates more difficult
to steal while service stations in south-western Sydney will take part in a voluntary
trial requiring customers to pay for petrol before they fill up their cars.

Police and the Service Station Association will carry out risk assessments at service
stations and a government and industry task force on petrol theft will be established.

The government will also consider amending laws relating to petrol theft to make it
easier for offenders to be prosecuted.

There were 10,093 reported petrol thefts in NSW in 2005-06 and NSW Police Minister
Carl Scully said the problem was becoming increasingly worse.

"As prices of petrol have risen, so has the theft of petrol, and the theft of numbers
plates, and we intend to do something about it," he told reporters.

Mr Scully said number plates were often stolen by petrol thieves to make it difficult
for their cars to be identified.

Service Station Association chief executive Ron Bowden said the theft of fuel was wiping
out the already thin profit margins of some operators.

Mr Bowden said stations taking part in the pre-pay trial would try and assure customers
were not inconvenienced.

The federal government will provide 15 million dollars to help fund an Olympic-standard
swimming centre in Adelaide.

The funds will match those provided by the South Australian government.

Adelaide has been without a 50-metre swimming pool that complies with international
regulations since the early 1990s.

Vic: Man dead after car hits pole, trees

MELBOURNE, Dec 7 AAP - A 23-year-old man is dead after his car slammed into a power
pole and trees in Melbourne's south-east early today.

Police say the man was the driver and only occupant of a Mazda vehicle which left the
road in suburban Mulgrave just after midnight (AEDT).

"The car was being driven along Wellington Road and was near Lea Road when it left
the road, first striking a pole and then a stand of trees," Senior Constable Michael Henry
said today.

"No other vehicles were involved in the collision."

The man, from Springvale South, which is also in the city's south-east, died at the
accident scene.

Police have appealed for witnesses to the crash.

It takes Victoria's 2005 road toll to 325, just ahead of the 323 dead at the same time last year.

KENNEBUNK --

Maine does not have any great Civil War battlefields to visit but the state had a great presence in the war, sending more than 70,000 men to the conflict between 1861-1865. During that turbulent time, Kennebunk sent 168 of its own sons to the war. Now a new exhibit at the Brick Store Museum celebrates their involvement.

The collection is gathered from the museum's own holdings and a recent donation from Kennebunk resident Dorothy Emery Parsons Christopher. Museum curators hope the collection will put a more human face on history.
Many of the soldiers who fought in the war still have descendants living in the area.

For example, Christopher's ancestors include Benjamin Franklin Emery, who fought in the 8th Maine Regiment. If the name is familiar, it may be because many people in York County receive their heating oil from B.F. Emery in Kennebunk.

"A lot of people studied the Civil War in high school," said Kathryn Hussey, registrar and collections manager at the museum. "This gives it more substance, it makes it more immediate."

The museum already had many Civil War artifacts, but has not put them together before. Assistant Archivist Kathy Ostrander said the Internet has helped bring forward the stories to match the faces on photographs and names carved on the backs of old pistols and other items.

"We wanted to really humanize (the war) with people's stories," she said.

Christopher's donation was an unexpected surprise, said executive director Tracy Baetz.

"She heard about the display and called out of the blue," Baetz said. "We were floored, to say the least."

Kennebunk's soldiers were mostly in the Union Army's infantry regiments. Museum workers are trying to find more artifacts relating to locals who served in the Navy.

One of the highlights of the exhibit is a pistol and sword that belonged to Seth Bryant, an infantry captain who later became the clerk of customs for the Kennebunks. The sword has been in the museum's possession for some time, but the pistol is a recent acquisition, Baetz said.

Other war veterans with ties to Kennebunk include Capt. Horace Burbank, who married a Kennebunk ship captain's daughter. After returning from the war, Burbank rose to be a prominent judge in Saco.

Burbank's story involves a famous controversy surrounding the awarding of the Medal of Honor. Burbank was a member of the 27th Maine Regiment, a military band. During the war, the regiment was asked to put down their instruments to help protect Washington, D.C, said Ostrander.

Of the more than 800 members of the regiment, about 300 stayed four days past their enlistment to help protect the capital, including Burbank and Isaac Emery, brother of Benjamin. For their service, they and the others were awarded the Medal of Honor. But so were the 500 or so men who did not stay, thanks to a bureaucratic mistake.

Col. Mark Wentworth, recognizing the mistake, only gave medals to the men who stayed to defend the city and hid the rest of the medals in his barn. They have never been found.

Burbank's medal is one of the artifacts on display at the Brick Store Museum, as well as some of his other belongings. The museum also has letters from Isaac Emery's wife, begging her husband not to stay in Washington, D.C.

The museum will unveil the exhibit to the public on Saturday, celebrating the occasion with war re-enactors from the Third Maine Regiment Volunteer Infantry. The museum will be open from 10 a.m. to 4 p.m. and feature events such as a firing demonstration and other programs.

The mobile phone services provider, Velcom, which currently operates 170 stations in Belarus, has announced plans to set up a further 105 base stations by the end of 2002.

Lafayette , Indiana and Ludwigshafen, Germany -- GEO Specialty Chemicals, Inc. has entered into an agreement with BASF to acquire the Bisomer monomer business (hydroxy methacrylates, multifunctional methacrylates (MFM) and specialty adducts) and conventional contact lens business of Cognis UK. The transaction includes a manufacturing facility in Hythe, England that produces hydroxy methacrylates, multifunctional methacrylates (MFM) and specialty adducts, polyalkylene glycols (PAG) and PAG-based lubricants. As a part of the transaction, approximately 140 employees are expected to transfer to the new owner, GEO Specialty Chemicals UK Limited.

BASF and GEO have agreed not to announce the terms of the transaction. The divestiture is subject to approval by the EU Commission. Closing of the transaction is expected in the third quarter of 2011.

In connection with the transaction, BASF has agreed to purchase from GEO PAG and PAG-based lubricants manufactured at the Hythe site under a long term supply agreement.

Bizarro World: Deregulate Realty Process, Regulate Loan Brokers.(The Loan Closer)

Thanks to the federal government's massive effort to regulate loan brokers at every turn, consumers will have fewer choices when it comes to obtaining a mortgage. But when it comes to Realtors, it appears, the courts have decided that just about anyone can function as an agent for a home seller. Consider this: the U.S. Circuit Court of Appeals for the Sixth District recently upheld an FTC ruling that a Michigan MLS's practices were anti-competitive. The decision was handed down last month in Realcomp II Ltd. v. Federal Trade Commission.

In a press release, FTC chairman Jon Leibowitz stated that the decision, "affirming the...(FTC's) opinion ensures that home buyers will receive the benefits of competition in making one of the most financially significant decisions of their lives. Eliminating restrictions on discount listings published over the Internet will force real estate brokers to compete on the costs and quality of their services which is good competition policy and good for consumers."

Realcomp is an association of local real estate boards and associations located in southeast Michigan composed of mostly RE agents. Realcomp's primary service to members is its operation of the largest MLS in the state. The Realcomp MLS information is shared with member brokers and ultimately to the public through a handful of websites. Realcomp had a policy adopted in 2003 and eliminated in 2007 which essentially restricted access to discount Realtor's listings.

Generally, the Realtor's commission paid to sell one's home in Michigan is 6%. Many times, the commission is split between a listing and selling real estate broker. Discount brokers typically list a home for sale on an MLS for a flat fee and do little else. The consumer (the seller) then handles many of the traditional home selling tasks themselves. In theory this saves consumers, buyers and sellers alike, money.

Whether in practice consumers are saving any money is another matter. In a down market not much is selling no matter what the Realtor commission happens to be. Also, if I'm a seller I doubt I'll be in a hurry to lower my price 2.5% and share it with the buyer simply because I am not incurring the normal 6% Realtor commission.

When using a discount Realtor for a flat fee the seller ends up dealing either with a buyer directly or a selling Realtor who may actually be a buyer's broker and is going to beat up the seller on the price anyway. Also, the seller, if they deal with a buyer directly, will have to evaluate the buyer themselves. Good luck with that. I would guess that I'm not alone in longing for the good old days when you could sell your home on any given weekend-sometimes all by yourself, that is when property values were skyrocketing. It seems like so long ago in another galaxy, far, far away. When it comes to the "good old days" I also distinctly recall that in the strong marketplace where I once plied my trade (metro New York/Long Island) Realtor commissions were half of what they are today. Whatever the Realtor lost by discounting their commission was more than made up for in volume.

Although I'm a firm believer in you get what you pay for (and real estate pros indeed need to get paid for what they do) I wonder if lowering the traditional 6% Realtor commission across the board would stimulate the market? As for loan brokers, the battle isn't over. Maybe some smart attorney for NAMB or the NAIHP will take note of the courts here deregulating the realty process. Or maybe not. Like I said, it's bizarre what's going on in this country.

Cincinnati Bell Reports 3Q Results.(Financial report)

Cincinnati Bell has announced third quarter 2009 net income of $28 million, or 12 cents diluted earnings per share, which is a per share increase of 18 percent compared to the third quarter of 2008 and 7 percent versus the second quarter of 2009.

In a release dated November 4, the company stated:

- Total revenues for the third quarter 2009 of $338 million decreased 3 percent from the third quarter of 2008 but increased 3 percent sequentially. Operating income of $73 million, which includes a $5 million loss on sale of wireless spectrum, decreased $7 million or 8 percent compared to the third quarter 2008, and decreased $2 million or 3 percent compared to the second quarter 2009. Adjusted earnings before interest, taxes, depreciation and amortization (Adjusted EBITDA) of $120 million was comparable to last year and up $2 million or 2 percent sequentially.

"Despite the continuing difficult economic climate, we are pleased that our revenue increased compared to the second quarter, driven by growth in our Technology Solutions and Wireless businesses. This enabled us to deliver the same level of Adjusted EBITDA that we generated last year," said Jack Cassidy, president and chief executive officer. "Now that we have refinanced our 2013 debt, we have a significant amount of operating and financial flexibility. This flexibility will allow us to focus our efforts on investing and growing our data center business, which over the last few years has performed extremely well and was recently recognized as a service provider partner to the newly formed Virtual Computing Environment Coalition. This joint venture includes Cisco, EMC and VMware and will provide private virtualized cloud services. We believe this partnership will continue to help transform and further grow our data center business."

-Quarterly revenue from Technology Solutions totaled $78 million, reflecting a year-over-year increase in data center and managed services revenue of $3 million or 10 percent and an increase in revenue from telecom and IT equipment of $2 million or 5 percent. The growth in the data center business was the primary contributor to the 16 percent increase in Adjusted EBITDA for Technology Solutions. On a sequential quarterly basis, revenue and Adjusted EBITDA increased 18 percent and 21 percent, respectively, due to increased equipment sales.

-Wireless service revenue in the third quarter 2009 was $72 million compared to $74 million in the prior year quarter. Higher data revenue, driven by smartphone subscriber growth, was more than offset by lower voice revenue resulting from a year-over-year decline in postpaid voice minutes of use per subscriber. Cincinnati Bell's focus on smartphone subscriber growth resulted in an additional 6,000 smartphone subscribers in the third quarter of 2009.

-Cincinnati Bell continued to repurchase common stock under the program authorized by its Board of Directors in February 2008. In the third quarter of 2009, common stock repurchases totaled 7 million shares for $25 million. Since the program's inception, the company has purchased 44 million shares for $136 million, representing 18 percent of shares outstanding at the end of 2007 and leaving $14 million to be spent in the fourth quarter to complete the program.

-The company's net debt decreased by $86 million from the third quarter of 2008 to $1.89 billion, dropping below $1.9 billion for the first time in 10 years. Free cash flow3 of $35 million for the third quarter of 2009 increased $12 million from the prior year period.
